The upper hull provided, which shows a shovel and pry bar on the right rear fender, and the axe on the left rear fender are accurate for the Model 1936 and Model 1938.
I don't see how Rubicon could have provided all of the necessary bits, unless they molded the fenders flat, and then put all the extra bits on the sprues somewhere. Would have been a daunting task.
But for those who care about such details:
The Model 1931 (twin turret) had NO front hatch on the left side front hull top, and had two round covers on the rear top engine deck (instead of the elongated rectangle hatch as shown). It had a large, rectangular boxy jack on the right rear engine deck (missing from the kit). Some had a toolbox on the left fender, some had one on the right, some had no toolbox. A shovel (if present) was on the right fender. An axe (if present) was on the left fender. A pry bar (if present) was on the left fender.
The Model 1933 (single cylindrical turret) also had NO front hatch on the left side front hull top, and had two round covers on the rear top engine deck (instead of the elongated rectangular hatch as shown). By mid-production of the M33 there was now a hatch on the front hull top on the left, but it was not like the one shown on the model hull. The two round caps on the back were still present. For both early and mid production of the M33 that large, boxy jack was still present on the right rear engine deck. By late M33 production, the front hull hatch was as shown on the model kit. And the two round caps were replaced by the elongated rectangular hatch as shown on the kit. The jack was now a much smaller cylindrical thing. For all production models of the M33 there were usually two shovels on the right fender, and an axe and a pry bar on the left fender.
The Model 1936 had the axe moved to the right fender, and the shovel moved to the left fender. The pry bar was still on the left fender. There were now two tool boxes, one on the center of both the right and left fender. An extra bogie wheel, an extra spring, and extra track were all now carried on the rear engine deck.
The Model 1938 had the shovel and pry bar on the right fender, and the axe on the left. There were two tool boxes, one on the center of both the right and left fender. An extra bogie wheel, an extra spring, and extra track were all now carried on the rear engine deck.
The Model 1939 moved things yet again. One tool box was on the right rear fender. The center now held the axe. The shovel and pry bar were on the left fender. An extra bogie wheel, and extra track were all now carried on the rear engine deck. The spare spring had been dropped.
